Chapter One: Introduction

1.1 Background of the Study

Political accountability is a cornerstone of democratic governance, ensuring that elected officials are held responsible for their actions and policies. In Mangu Local Government Area (LGA) of Plateau State, as in many other rural and semi-urban areas in Nigeria, the political process often suffers from a lack of transparency, accountability, and citizen engagement. Social media, however, has emerged as a powerful tool for promoting political accountability by providing citizens with the platform to voice their concerns, demand transparency, and engage directly with political representatives. In Mangu, social media platforms such as Facebook, Twitter, and WhatsApp have become increasingly influential in shaping public discussions on political matters, particularly as they allow for real-time communication and broad participation. This study seeks to explore the role of social media in promoting political accountability in Mangu, with particular attention to how it facilitates citizen participation, holds political leaders accountable, and contributes to the transparency of governance processes at the local level.

1.2 Statement of the Problem

Despite the potential of social media to foster political accountability, the actual impact of these platforms in promoting accountability in Mangu LGA remains largely unexplored. While there has been growing use of social media among the population, it is uncertain how effectively these platforms are utilized to engage with political leaders or advocate for change. Mangu, like many other regions in Nigeria, faces challenges such as corruption, poor infrastructure, and inadequate government services, issues which social media could potentially address by amplifying citizens' voices. This research aims to fill the gap in understanding by examining how social media is being used to promote political accountability in Mangu, and whether its use leads to tangible improvements in governance and political engagement.

1.3 Objectives of the Study

  1. To assess the role of social media in promoting political accountability in Mangu Local Government Area.
  2. To evaluate the extent to which social media influences citizens' political participation and engagement with local government issues.
  3. To investigate the impact of social media on the transparency and responsiveness of political leaders in Mangu.

1.4 Research Questions

  1. How does social media contribute to promoting political accountability in Mangu LGA?
  2. To what extent do citizens in Mangu engage with political issues through social media?
  3. What is the impact of social media on the responsiveness of political leaders in Mangu LGA?

1.5 Research Hypotheses

  1. Social media plays a significant role in promoting political accountability in Mangu.
  2. Citizens' engagement with political issues through social media leads to increased political participation in Mangu LGA.
  3. Social media use in Mangu has positively influenced the responsiveness and transparency of political leaders.

1.6 Significance of the Study

This study is significant because it will provide insights into how social media can be leveraged to improve political accountability in rural Nigerian communities. The findings will offer valuable information for policymakers, civil society organizations, and political leaders about the potential of social media in fostering political engagement and transparency. Additionally, it will contribute to the growing body of literature on digital media’s role in political processes, particularly in African contexts, where social media has become a vital tool for civic engagement and governance.

1.7 Scope and Limitations of the Study

The study will focus on Mangu Local Government Area, Plateau State, specifically examining how social media platforms are being used by citizens to promote political accountability. It will not examine other forms of media or political engagement. A limitation of the study is the potential for bias in self-reported data from social media users, who may have varying degrees of engagement with the platforms.

1.8 Operational Definition of Terms

  1. Political Accountability: The obligation of political leaders to answer for their actions and policies, and to be transparent and responsible to their constituents.
  2. Social Media: Digital platforms such as Facebook, Twitter, and WhatsApp, used for communication and information sharing among individuals or groups.
  3. Political Participation: The involvement of citizens in political processes, including voting, discussions, and advocating for policies or actions that influence governance.
